Promote the development of the public and private access charging network (*):
rules and regulations, municipal regulations, facilities and premiums and adaptation of the Highway Code

The Legislative Decree DAFI (Directive alternative fuel initiative) has introduced in Italy numerous obligations, at different levels, on the subject of charging with public and private access. The limits and opportunities related to the reorganization of the decision-making powers given to municipalities will be illustrated. The topics on the future of charging infrastructures for electric mobility will also be developed, with a view to training personnel with technical and administrative expertise. For this reason, there is a need to build a common methodology among public administrations with great experience and more innovative, with the municipalities adhering to the principles of the Metropolitan Electromobility Charter. The guidelines drawn up by the 2nd e-MOB working table will then be illustrated, with the aim of offering a standard document with which to efficiently plan the installation of recharging infrastructures on public land.

Incentive strategies for the spread of electric mobility
Following the recent publication of the Approval of the Programme Agreement for the construction of the infrastructure network for the recharging of vehicles powered by electricity with D.P.C.M. 01.02.2018 (G.U. S.G. n. 141 of 20.06.2018) – as provided for by the update of the PNIre with DPCM of 2016 – which involves the Ministry of Transport and Infrastructure and, among others, the Lombardy Region, seems to be a topic of great topicality that referred to the policies of incentives for the spread of electro-mobility in Italy according to the various institutional actions by the State, the Regions, up to local authorities such as Metropolitan Cities and Municipalities.
In this context, which aims to continue along a path that has seen the Lombardy Region and the Municipality of Milan often leading initiatives and experimental projects that have sometimes anticipated the national standard in the direction of innovation and dissemination of sustainable mobility, it is important to make known all the main initiatives to encourage the expansion and dissemination of electric mobility as a network for charging vehicles, as innovative projects addressed to it declined by various bodies (including the municipalities of Turin, Bologna, Florence and Varese part of the Promoter Committee) according to experiences sometimes similar and often heterogeneous.
Moreover, it also seems interesting to analyse the corporate policies of public-private companies on the subject of sustainable mobility and, specifically, electric mobility: some of the projects carried out and the prospects for the future are being analysed.

Payment methods and tax treatment of user- and operator-side recharging in the light of new payment technologies for mobility services (*)
provide clarity on the tax treatment of recharging electric vehicles in the light of current tax regulations and Legislative Decree no. 257/2016 governing the implementation of Directive 2014/94/EU of the European Parliament and of the Council of 22 October 2014 on the construction of an infrastructure for alternative fuels that places the user at the center, allowing him to pay for the recharging service at the same time without the need to enter into contracts as already happens in service stations for refueling fuel. In addition to the numerous proposals made in recent years by the various players in the sector, mainly based on the technology available at the time, there are now additional payment options such as contactless credit cards and apps that allow you to use your mobile phone to pay for everything in a few seconds.

But how can these new technologies be reconciled with the tax obligations relating to the charging of electric vehicles? How is VAT paid? How can electronic invoices be issued for legal purposes?

After the introductory talks on the potential of new technologies, illustrating the success of the Milan underground, the tax framework provided by the Customs Office and an in-depth analysis of the various cases that apply to those who have to manage recharging stations, a round table will follow that will also pull the queue to answer questions from the public.

Evolution of charging systems: current situation and characteristics of future charging systems
Starting from the introductory reports on the current situation and on the evolution of charging systems on efficiency and functionality, costs and scenarios of diffusion on the territory also on possible future scenarios of charging cars. The electromagnetic compatibility of electric vehicles in realistic driving simulation and also their charging infrastructure will be discussed, as well as the effects on humans and electromedical devices such as pacemakers and insulin pumps, possibly giving practical examples in analogy with devices commonly used in everyday life that emit electromagnetic waves (e.g. mobile phones, induction cooking plates, hair dryers, etc.). Emphasis will be placed on interoperability between electric vehicles, charging stations and smart grid services, including Vehichle to Home and Vehicle to Grid, and charging scenarios will be addressed by 2030.

Urban logistics and last mile. Sharing and sharing means of transport. Micromobility and nautical mobility

Electric mobility offers a number of advantages, in particular for reduced noise and vibration emissions, making it also suitable for use in night time zones and restricted traffic areas (LTZs). However, the autonomy of the means may not be sufficient to guarantee the coverage of the service without intermediate recharges. It is therefore advisable to provide, in addition to the necessary nightly recharges at the logistics centres of the companies, also recharges at “high” power recharging points, to be used both in daytime activities and for deliveries/withdrawals during night hours. These can be conveniently positioned at loading/unloading centres. The choice of Milan, for example, to regulate the access of means of transport of goods in the LTZ area has been positive and must be exported to other contexts.

Also the sharing sector has taken shape and interventions to share the means of transport are beginning to be tested, with extremely encouraging results both as free flow services and as experiments of corporate and/or condominium services, which, in addition to allowing the overcoming of any mistrust on the part of users, will constitute the basis of future innovations in the field of electric mobility.

It is important to involve the managers of the Fleet Managers and Mobility Managers who manage the company fleets in order to support them with the planned entry on the scene of the new WLTP protocol for the calculation of consumption at the “wheel” of emissions and the progressive banning of diesel vehicles that are currently used, assess the needs of individual realities and understand the penetration of electric vehicles and sharing vehicles in their reality.

Finally, a case will be dealt with of a user who will tell his experience of long-distance travel with electric vehicles, the first.

Innovation and sustainable technological evolution in Local Public Transport
Using public transport has many advantages. And few contraindications. Yet many people continue to prefer the private car for their journeys, either by making various excuses (distance from stops, lack of security, lack of vehicles in the area, slowness, unreliability…) or simply because it is considered more comfortable. Metropolitan public transport has the possibility and must be used as a means to encourage intermodality with private vehicles and to drastically reduce congestion in densely populated urban areas. Electric mobility in LPT represents a further boost to the use of public transport, also for the drastic reduction of the environmental impact, with attention to the management costs of public transport fleets.
The session aims to address the challenges related to the decarbonisation of LPT, bringing the experience of the main Italian project but also a look at the most significant international experiences.

Batteries: second life, reuse and recycling (*)
“Car-E Service Project: new business models in Europe to promote the development of electric mobility and the proper management of end-of-life vehicles through the perspective of the circular economy”.

Car-E Service is a project financed by the Horizon 2020 Programme, coordinated by the CNR-ITIA of Milan. The project, in which 15 European partners collaborate (in Italy there are, in addition to CNR, FCA, COBAT Radici Group and E VAI), aims to develop new business models that on the one hand promote the use and dissemination of the electric vehicle (primarily through car sharing), on the other hand an approach to the management of their end of life that maximizes the reuse and reuse of materials and components, with particular reference to metal parts, plastics and batteries. The project, officially presented at the beginning of September 2017, started its work in June 2018 and will last three years.

2020 / 2030: What electric vehicles and cars will we have on our roads?

Technological innovation is leading to a profound transformation of the Automotive market, where new forms of mobility contradict the classic need for owned cars. From this step, which will lead to the replacement of traditional endothermic vehicles, we will also proceed to the transformation of the paradigm of mobility systems, which will be more related to vehicle sharing and rental. How are car manufacturers gearing up for this change, and by what means do they intend to play a leading role in this changeover?

This transformation is already taking place at an extremely rapid rate and the impact of the ongoing transformation will also affect today’s well established activities on a large scale, such as vehicle repairers, rental companies and insurance companies.

The rapid reduction in costs in battery production will bring the advent of electric mobility, starting the virtuous circle that everyone hopes to achieve a reduction in local and climate-changing emissions and increase the use of renewable energy.
